New rules have been released by the Nigerian Upstream Petroleum Regulatory Commission (NUPRC) with the goal of improving accountability, efficiency, and transparency in Nigeria’s export of crude oil and petroleum products.
The recommendations are intended to improve the cargo declaration system and expedite export procedures. They were released per the Nigerian Upstream Petroleum Advance Cargo Declaration Regulation 2024.
The commission’s Public Affairs Unit said in a statement on Wednesday that the new framework creates a strong mechanism for registering and monitoring crude oil and petroleum product exports.
The rules govern the export of crude oil, natural gas, natural gas liquids, and petroleum products from all terminals and export sites nationwide and apply to all licenses and leases granted or maintained under the Petroleum Industry Act (PIA) 2021.

The new system also requires exporters to use NUPRC’s digital platforms to secure a Unique Identification Number (UIN), export authorisation, and vessel clearance before shipping. Before issuing clearance notices integrated with the UIN to facilitate efficient tracking, the commission will confirm exporters’ identities and export volumes.
The UIN must also be included in all export documents, including the container manifest, bill of lading, and certificate of origin, in order to guarantee traceability and regulatory compliance.
