Libya and Somalia have signed several Memoranda of Understanding (MoUs) focusing on cooperation in investment, education, and training. The agreements were formalized during discussions in Tripoli between Mohamed Younes El-Menfi, President of the Libyan Presidential Council, and visiting Somali President Hassan Sheikh Mohamud.
The MoUs aim to foster collaboration in various sectors, with a particular emphasis on educational exchanges and training programs. These initiatives are designed to build human capital and enhance the socio-economic fabric of both nations.
In addition, the agreements include plans for urban development projects between the capitals of Tripoli and Mogadishu. A joint high-level committee will be established to oversee existing agreements and explore new opportunities for investment in education and other critical areas.
At a joint press conference following the talks, President El-Menfi highlighted the potential for joint initiatives through the countries’ memberships in international organizations such as the Arab League, the African Union, and the United Nations. He noted Somalia’s pivotal role in these forums, especially as a non-permanent member of the UN Security Council, which offers a platform to advance educational and developmental objectives. El-Menfi expressed hope for Somalia’s support concerning Libya’s territorial integrity, stability, and the facilitation of future parliamentary and presidential elections.

President Mohamud reaffirmed the historic ties between Libya and Somalia, expressing commitment to mutual support and collaboration. He underscored the importance of these agreements in paving the way for sustainable development and stability in both nations. He also pledged support for Libya’s endeavors to achieve national unity and peace.
Earlier in the day, Libyan Prime Minister Abdul Hamid Dbeibah met with President Mohamud to discuss bilateral relations and regional issues. The discussions resulted in agreements, including visa exemptions for diplomatic passport holders and a political consultation pact between their foreign ministries. These measures are expected to facilitate smoother diplomatic interactions and strengthen political ties.
